Last month the Union Cycliste Internationale (UCI) Management Committe approved out-sourcing prosecution of all current and future UCI anti-doping cases to the International Testing Agency (ITA) effective Monday 9 February 2026.
UCI President David Lappertient said on Monday, “The delegation of results management to the ITA represents another major step in a process initiated with the creation of the Cycling Anti-Doping Foundation to ensure the independence of the fight against doping in cycling, in order to make it as effective and deterrent as possible.”
This includes not only anti-doping matters for top professional riders, but also amateur cyclists like 2025 UCI Gran Fondo World Time Trial Champion Matthew Clark or double Masters World Sprint Champion Marcel Laurenz, which were previously handled in-house by the UCI.
The ITA will now oversee anti-doping cases originating from UCI licensed riders and UCI sanctioned events (including Gran Fondo Road & Time Trial World Championships as well as Masters Track, Cyclocross, MTB, Gravel, and BMX World Championships) from the time of alleged violation, through investigation, prosecution, sanctioning and appeal before the Court of Arbitration for Sport (CAS) if necessary.
Commenting on ITA’s new role, Director General Benjamin Cohen said: “This decision is a powerful signal of trust from the UCI, and one that we take with great responsibility. Cycling has the largest anti-doping program delivered for an International Federation anywhere in the world, and the UCI’s choice to fully entrust its results management to the ITA reflects both the depth of expertise within our legal and operational teams and the maturity of our partnership.”
